Kilpatrick, ) Commissioner ) CERTIFICATE OF PUBLIC CONVENIENCE AND NECESSITY WHEREAS ICG Utilities (Plains-Western) Ltd. BRITISH COLUMBIA UTiliTIES COMMISSJON ORDER NUMBER C-3-82 2 NOW THEREFORE the Commission hereby certifies that public convenience and necessity require the operation by ICG Utilities (Plains-Western) Ltd. (successor to Plains-Western Gas and Electric Co. Ltd.) of a natural gas distribution system for service to the public within the following described boundaries wherever there is sufficient business to justify the construction and maintenance of the required facilities, and accordingly authorizes the amendment of a prior Certificate of Public Convenience and Necessity dated April 1, 1955, as amended by Commission Order No. G-24-76 dated May 25, 1976, as follows: (a) Delete: "in unorganized territory within 10 miles of the boundaries of the Village of Fort St. John whenever there is sufficient business to justify the construction and maintenance of the required facilities" (b) Insert: "commencing at a point on the boundary between British Columbia and Alberta at Latitude 56 degrees 45 minutes north, thence westerly along the said line of latitude to a point of intersection with the prolongation northerly of the westerly boundary of Township 88, Range 25, W6M Peace River District, thence southerly along the said prolongation, the westerly boundary of Township 88, Range 25, W6M Peace River District and the westerly boundary of Township 87, Range 25, W6M, Peace River District and the prolongation southerly of the said westerly boundary to the southerly bank of the Halfway River, thence easterly and southerly along the southerly and westerly bank of the Halfway River to the southerly bank of the Peace River, thence easterly along the said southerly bank to a point of intersection with Longitude 121 degrees 15 minutes west, thence southerly to a point of intersection with the prolongation westerly of the northerly boundary of Township 79, Range 20, W6M, Peace River District, thence easterly along the said prolongation, the northerly boundary of Township 79, Range 20, W6M, Peace River District and the prolongation of the said northerly boundary to ••• / 3
the easterly bank of the Kiskatinaw River, thence northerly and easterly along the easterly and southerly bank of the Kiskatinaw River and the Peace River to a point of intersection with the British Columbia - boundary thence northerly to the point of commencement as shown outlined in broken blue line on the Plan Schedule "A" hereof" included in the April 13, 1982 Application of ICG utilities (Plains-Western) Ltd. and marked Schedule "A" therein.
