Sullivan, ) Commissioner ) CERTIFICATE OF PUBLIC CONVENIENCE AND NECESSITY WHEREAS the British Columbia Hydro and Power Authority ("B.C. Hydro") applied January 15, 1981 to the Minister of Energy, Mines and Petroleum Resources pursuant to Section 18 of the Act, for an exemption under Section 19(1) (c) to permit B.C. Hydro to construct and operate a single circuit 500,000 volt electric transmission line between the Cranbrook Substation near Cranbrook, British Columbia and Phillips Pass on the British Columbia/Alberta border, a distance of approximately 100 kilometres; and WHEREAS the Minister ordered pursuant to Section 19(1) (b) of the Act that the Application be dealt with by the Commission under Part 3 of the Act, as an Application for a Certificate of Public Convenience and Necessity; and ... /2 "TV,'EN"TY FIRST FLOOR 1177 WEST HASTINGS STREF:- VANCOUVER Be V6E 2L7 CANADA TELEPHONE 16041 689-1831 TELEX 04-54536
SninSH COLUMBIA UTILITIES COMMISSION ORDER NUMBER C-6-82 2 WHEREAS the Application was heard in public forum at Cranbrook, B.C. in the period July 7 through 15, 1981; and WHEREAS during the hearing a substantial amount of evidence from community representatives resulted in the determination that a revision of the route selected by B.C. Hydro for its transmission line in the Pickering Hills was necessary, and that such revised route should be in accordance with that embodied in Exhibit 16; and WHEREAS at the conclusion of the hearing there remained for completion the matter of the provision by B.C. Hydro of a duly executed Exchange Agreement between TransAlta utilities Corporation, Kanelk Transmission Company Limited, and B.C. Hydro; and WHEREAS B.C. Hydro provided a duly executed copy of the aforesaid Exchange Agreement under cover of a June 3, 1982 letter; and WHEREAS the Commission has reviewed the exhibits and evidence adduced at the hearing, and the Exchange Agreement and has determined that the construction and operation of the proposed project is necessary for the public convenience and properly conserves the public interest. NOW THEREFORE the Commission hereby orders as follows: 1. A Certificate of Public Convenience and Necessity is granted to British Columbia Hydro and Power Authority to construct and operate the proposed 500,000 volt electric transmission line between the Cranbrook Substation near Cranbrook, B.C. and Phillips Pass on the British Columbia Alberta Border, a distance of approximately 100 kilometres . . . /3

Construction to commence as soon as possible in accordance with the Application, save and except for the route revision in the Pickering Hills to conform generally to that embodied in Exhibit 16. 3.
