Kilpatrick, ) Commissioner ) CERTIFICATE OF PUBLIC CONVENIENCE AND NECESSITY WHEREAS Inland Natural Gas Co. Ltd. ("Inland") applied April 22, 1985 pursuant to Sections 51 and 53 of the Utilities Commission Act for a Certificate of Public Convenience and Necessity for the construction and operation of natural gas utility plant to enable Inland to provide natural gas service to the unincorporated communities of Blind Bay, Sorrento, Silver Creek and surrounding areas; and WHEREAS Inland has been awarded financial contributions from the Federal Government Distribution System Expansion Program ("DSEP") and from the Provincial Government Gas Expansion Assistance Program (IIGEAP") related to this Project; and WHEREAS by Order No. G-38-85 dated April 30, 1985 the Commission ordered a public hearing to be held to consider Inland's Application; and WHEREAS a public hearing was held in Sorrento, B.C. on June 4, 1985; and WHEREAS Inland's Application was amended at the said hearing on June 4, 1985; and ... /2 St/iTYE. BRITiSH COLUMBIA UTILITIES COMMISSION 2 ORDER NUMBER C-3-85 WHEREAS the Commission has considered the Application of Inland and the supporting documents together with the evidence adduced at the said public hearing and finds that the project as proposed by Inland in its Application as amended, is in the public interest. NOW THEREFORE the Commission hereby orders Inland Natural Gas Co. Ltd. as follows: 1. Inland is granted a Certificate of Public Convenience and Necessity under Sections 51 and 53 of the Utilities Commission Act for the construction, operation and maintenance of utility plant to enable Inland to provide natural gas service to the populated areas along the Salmon River Valley to and including Silver Creek and surrounding populated areas; and the populated areas along the transmission line north of Salmon Arm to and including the communities of Blind Bay and Sorrento, and surrounding populated areas. 2. Inland is to complete an agreement with the Government of the Province of British Columbia for funding such that the grant to Inland will be at least that identified in the Application. Such agreement to be filed with the Commission. 3. Inland shall file monthly progress reports until commencement of natural gas service. The reports will provide updates to the construction schedule, expenditures to date and amendments to budgetted expenditures, customer accounts and any changes to pipe locations or design criteria. 4. A final report is to be submitted to the Commission by 1111;'11111 on ilarch 31, 1986 showing the facilities which have been installed, the costs thereof and the customers being served.
