Taylor, Chairman; J.D.V. Newlands, Deputy Chairman; and N. Martin, Com missioner ORDER WHEREAS British Columbia Hydro and Power Authority (flB.C. Hydroll) applied September 21, 1987 pursuant to the Utilities Com mission Act, (lithe Act U ) and in particular Section 28 (I) thereof, for approval by the Com mission to continue to include in its operating expenses the subsidy payments for Field (BCUC Order NO. G-65-82), after the sale of the power system in Field, B.C., from Northern Canada Power Com mission (lINCPC") to Synex Energy Resources ltd. (IlSynex"), with a change to the applicability and the method of calculation for the subsidy; and WHEREAS the power system in Field, B.C. is in the process of being divested or has been divested by NCPC. Synex, an investor-owned company, proposes to operate the system through a wholly-owned subsidiary, Yoho Power ltd. (DYoho"); and WHEREAS Synex proposes to build a distribution extension from TransAlta Utilities Corporation (IITAUC") supply at Lake Louise to Field, B.C.; and WHEREAS the Commission has reviewed the Application and supporting data and is satisfied that the proposals are in the publ ic interest • FOURTH FLOOR, BOO SMITHE STREET, VA.NCOUVER. BRITiSH COLUMBiA UTlUT~ES COMMlSSlOiJ 2 ORDER NUMBER G-57-87 NOW THEREFORE the Com mission hereby orders British Columbia Hydro and Power Authority as follows:. I. B.C. Hydro will subsidize Field residential and general custom ers other than accounts for electric service to prem ises owned by the Federal Government or C.P. Rail. 2. B.C. Hydro wi II subsidize approved residential and general customers for consumption up to 550 kWh per month the lesser of: B.C. Hydro Theoretical Cost of Power less 7.51/. x the consumption up to 550 kWh month; or Synex Actual Cost less 7.51/. x the consumption up to 550 kWh/month. 3. B.C. Hydro's theoretical cost of power is the rate per kWh that would be derived from the estimated annual cost of providing power to Field via a distribution extension from TransAlta Uti Ii ties Corpora t ion. 4. The 7.5t. per kWh will remain firm until the first step of B.C. Hydro's residential rate 1101 exceeds 7.51/., at which time it will be subject to all rate changes affecting B.C. Hydro's residential rate 1101. At no time shall this base figure go below 7.51/. per kWh. 5. To qualify for the subsidy customers must apply to and be approved by Synex. Synex wi /I calculate the subsidy for Qualifying accounts on the above formula and subm it a monthly bi" and detai led customer statement to B.C. Hydro.
