"PNG tI ) applied November 3, 1986 pursuant to Section 67(4) of the Utilities Commission Act (lithe Act") to amend its Tariff Rate Schedules in its Gas Tariff B.C.U.C. No.3 covering the rates to be charged effective November 3, 1986 for natural gas service rendered by the Company in its service area~ and WHEREAS PNG's Application reflects changes arising from the following: 1. Federal and Provincial governmental policies concerning the competitive marketing of natural gas; 2. new Gas Commodity charges and Tolls applicable to natural gas purchases from its supplier, Westcoast Transmission Company, Limited, in accordance with Decisions by the National Energy Board {"N.E.B. It } and pricing structures established by the British Columbia Petroleum Corporation ("B.C.P.C. ~, IO RDER NUMBER G-68-86 WHEREAS on November 6, 1986 PNG proposed that the effective date for implementation of new customer rates be November 1, 1986, with the loss in value of line pack gas to be ecorded in a deferred account, the disposition of which will be addressed by all parties at the next public hearing concerning PNG's Revenue Requirements; and WHEREAS the Commission has reviewed the Application and supporting material together with PNG's November 6, 1986 letter, and finds that the filing of amendments to the filed Tariff Rate Schedules is necessary in the public interest. NOW THEREFORE the Commission hereby orders Pacific Northern Gas Ltd. as follows: 1. The Commission approves the proposal by PNG that the loss in value of line pack gas as at October 31, 1986 be recorded in a deferred account, the disposition of which will be addressed by all parties at the next public hearing concerning PNG's Revenue Requirements. 2.
