Millard, ) Com missioner; ) September I, 1987 ORDER WH EREAS on June 5, 1987 The Honourable Jack Davis, Minister of Energy, Mines and Petroleum Resources and The Honourable Bruce Stt:achan, Minister of Environment and Parks referred Applications for Energy Project Certificates by Northwood Pulp and Timber Ltd. ("Northwood"), Prince George Pulp and Paper Limited (IIPGPPII) and Husky Oil Operations Ltd. (" Husky") to the British Columbia Utilities Com mission (HCom mission") for review; and WHEREAS on July 22, 1987 a Notice of Public Hearing was published establishing a hearing date of Wednesday, September 9, 1987 at Prince George, B.C.; and WHEREAS by letter dated August 19, 1987 the Corporation of the City of Nelson applied to the Com mission for an Order that By-pass Hearings be deferred until such time as the Commission completes its Decision on the Inland Rate Design Application; and WHEREAS on August 2/, 1987 Inland Natural Gas Co. Ltd. ("/nland") wrote the Com mission requesting approval of a Letter of Intent respecting rates and conditions of service by Inland to PGPP, which if approved by the Commission commits PGPP to withdraw itls By-pass Appl icat ion; and WHEREAS on August 27, 1987 Inland requested approval of a similar Letter of Intent in respect of Husky; and ••• f 2 FOURTH FLOOR. 800 SMITHE STREET. HHi i ISH t;OLUMBIA UTILITIES COMMISSIOi 2 ORDER NUMBER G-55-87 WH EREAS on August 26, 1987 the Com mission wrote to al participants in the hearing requesting submissions on the timing, scope and method of proceeding with the hearing; and WHEREAS the Commission has considered the views of participants in the hearing and concludes that a postponement of the hearing of the PGPP/Husky Application is desirable and will provide for a more focused and expeditious proceeding; and WH EREAS Northwood has advised the Com mission that the Company has not reached an agreement with Inland and Northwood's interests will be jeopardized by any delay in the hearing of Northwood's Application; and WHEREAS each Applicant has expressed a desire to lead evidence on their respective Applications seperately; and WH EREAS some participants to the hearing have expressed interest in the Com mission holding the sessions at locations in the Inland service area, other than Prince George. NOW THEREFORE the Commission orders the following: I. The hearing will proceed in two phases. Phase I wi II address the Application by Northwood while Phase 2 will address the PGPP/Husky Application. 2. Phase I of the hearing will commence on Wednesday, September 9, 1987 at 9:30 a.m. local time at the Holiday Inn, 444 George Street, Prince George, B.C. and will continue there for the balance of the week. On Monday, September 14, 1987 at 9:30 a.m. local ti me the hearing wi II resume at the Coast Inn of the North, 770 Brunswick Street, Prince George, B.C. 3. Phase 2 of the hearing will com mence on Wednesday, October 14, 1987 at 9:30 local ti me at a location to be later stipulated. 4.
