Swanson, Q.c., Commissioner o R D E R WHEREAS Commission Decision and Order No. G-76-87 dated November 25, 1987 (lithe Decision") ("Squamish") to file for Commission review certain 1988 test year financial information, to undertake a rate review and to respond to matters contained in the Decision; and WHEREAS Squamish filed the information on December 8, 1988 and an Application filed on February I, 1989 for Commission approval to refund to all customers charges equivalent to 28.2i/CCF for gas consumed between the period September 28, 1987 and December 31, 1988 and to reduce ra tes charged to all customers effective January I, 1989; and WHEREAS Squamish Commission approval a Mains Extension Test pursuant to the Decision; and WHEREAS the Commission has reviewed the Application and supporting material and finds that the filing of amendments to the filed Gas Tariff is necessary and in the public interest. BRITISH COLUMBIA UTILITIES COMMISSION 2 ORDER NUMBER G-13 - 8 9 NOW THEREFORE the Commission orders Squamish Gas Co. Ltd. as follows: I. As a result of previously approved interim rates effective September 28, J 9.87, the Commission authorizes a refund to all customers of 28.2r/:./CCF for all gas consumed to December 31, 1988. Interest must be accrued on the refunds owing from February 1, 1988 at the average short-term cost of borrowing of Inland Natural Gas Co. Ltd. 2. The Commission accepts for filing, on a permanent basis, a decrease in gas rates of 1.8r/./CCF effective January 1, 1989, pursuant to Section 67(4) of the Utilities Commission .Act: Twenty-fifth Revision of Sheet No. 10 3. The Commission accepts for filing a reduction in the Connection Charge from $75.00 to $10.00 for the installation of the service pipe from the gas main to the meter effective the date of this Order: Second Revision of Sheet No.4 Original Sheet No. 4.1 First Revision of Sheet No.5 4. The Commission accepts for filing effective the date of this Order a Mains Extension test which was filed for Commission approval on December 1, 1988: First Revision of Sheets No.8 and 9 Original Sheets No. 9.1, 9.2, 9.3, 9.4, 9.5,9.6,9.7,9.8,9.9 and 9.10 5. The Commission approves the establishment of a Deferral Account effective January 1, 1989, to which actual average monthly propane costs above or below the 1989 forecast price of 9.4r/./litre will be charged. 6. Squamish will mail a copy of this Order and the Commission's letter, attached as Appendix A, to all affected customers .. APPENDIX A February 20, 1989 TO ALL CUSTO!\\ERS OF SQUA1\,nSH GAS CO. LTD. Pursuant to Commission Decision and Order No. G-76-S7 dated November 25, 1987 (lithe Decision"), Squamish Gas Co. Ltd. (IISquamish") applied Fejruary I, 1989 for a decrease in propane rates of 1.8C/CCF effective January I, 1989. Squamish also applied to ~255-through a refund in the amount of 28.2~/CCF to all customers for gas consumed at :'!e interim rates at=Jproved by the Decision effective from September 28, 1987 to December 31, 1988. Commission has reviewed the Application and confirms that the calculations supporting the refund and the reduction in gas rates effective January I, 1989 is accurate. Copies of the /\pplication and filings are available for your inspection at the offices of Squamish Gas or at the British Columbia Utilities Commission offices located, 4th Floor, 800 Smithe Street, Vancouver, B.C. As a resul t, the Commission has Ordered the decrease in rates to become effective and applicable to consumption on and after January I, 1989. The authorization is made pursuant to Section 67(4) of the Act which reads as follows: "67(4) A public utility may file with the commission a new schedule of rates tha t the utility considers to be made necessary by a rise in the price, over which the utility has no effective control, required to be paid by the public utility for its gas supplies, other energy supplied to it, or expenses and taxes, and the new schedule may be put into effect by the public utility on receiving the approval of the commission, but if within 60 days after the date the commission approves the new schedule the commission either on complaint of a person whose interests are affected or on its own motion directs an inquiry into the new schedule of rates having regard to the fixing of a rate that is not unjust or unreasonable, the commission may after the inquiry rescind or vary the increase and order a refund or customer credit by the utility of all or pa;-t of the money received by way of increase, or may confirm the increase or part of it."
