("Ocelot") filed a complaint on January 17, 1990, pursuant to Section 64 of the Utilities Commission Act ("the Act"), alleging that the rates of Pacific Northern Gas Ltd. ("PNG") are unjust, unreasonable and unduly discriminatory; and WHEREAS the Commission requested, and Ocelot filed on February 2, 1990, an Allocated Cost of Service Study based on 1987 financial information; and WHEREAS PNG's February 15, 1990 response to Commission request, advised of its opposition to the complaint and that the current retail rates charged to customers were reasonable and no adjustments were required; and WHEREAS the Commission has reviewed the information and responses to the complaint and finds that a public review of PNG's rate structure is required and such review will properly preserve the public interest. NOW THEREFORE the Commission orders as follows: 1. PNG is to file a Rate Design Application and evidence, based on its most recent financial information available, on or before July 6, 1990. 2. This Notice will be published as soon as possible in such other appropriate local news publications as may provide adequate notice to the customers in the service area of the utility. PNG is to ensure that all industrial customers receive a copy of this Order and Notice of Public Hearing. 4. The Application and supporting material, when filed, is to be made available for inspection at the Head Office of PNG at Suite 1400, 1185 West Georgia Street, Vancouver, B.C. and at its District Offices located throughout its service area. The Application and supporting material will also be available for inspection at the office of the British Columbia Utilities Commission, Sixth Floor, 900 Howe Street, Vancouver, B.C. 5.
