McIntyre, ) Chairman; ) W.M. Swanson, Q.e. ) February 5, 1991 Commissioner; and ) K.L. Hall, ) Commissioner ) ORDER WHEREAS: A. On January 15, 1991 RC. Hydro and Power Authority (liRe. Hydro") filed with the Commission an Application for Rate Design of its Electric Tariffs, required by Commission Decision and Order No. G-31-90 dated April 30, 1990 and Order No. G-95-90 dated November 30, 1990; and B. In the Application B.C. Hydro also applied for approval of a method to alter the implementation of the approved 1.5 percent revenue requirement increase effective April 1, 1991 pursuant to Order No. G-31-90. C. Commission Order No. G-83-90 required that the fundamental changes in RC. Hydro's Application to amend Distribution Extension and Service Connection Policies be heard in conjunction with the Rate Design Application. D. The Commission has reviewed the Application and finds that the setting of a Public Hearing is necessary and in the public interest. NOW THEREFORE the Commission orders as follows: 1. A Public Hearing into the Application is set for Monday May 6, 1991, commencing at 9:00 a.m. local time, in the Commission Hearing Room, Sixth Floor, 900 Howe Street, Vancouver, B.C. 2. A Pre-Hearing Conference into the Application is set for Monday, March 4, 1991 commencing at 9:30 a.m. local time in the Commission Hearing Room, Sixth Floor 900 Howe Street, Vancouver, RC. The Pre-Hearing Conference will address substantive and procedural matters to include, but not limited to: scheduling/phasing of the Public Hearing; the completeness of the Application; the identification of principal issues; the need for hearings at alternative locations; and any other matters that will enable the hearing to efficiently cover and thoroughly review all aspects of the Applications. 3. B.C. Hydro is to prepare a Notice of Hearing for the Commission's review prior to publication. 2 Negotiated Industrial Rates Proposed Electric Rate Changes Effective April 1, 1991 Distribution Extension Policy Electric Space Heating Connection Charge The following schedule of dates is to be identified in the Notice: Intervenor Notice by February 28, 1991; Pre-Hearing Conference March 4, 1991; Intervenor Infonnation Requests to be answered by B.C. Hydro before March 28, 1991; Intervenor Evidence to be submitted by April 12, 1991; Hearing commencement May 6,1991. Publication of the Notice is to be made not later than February 15, 1991, in display-ad fonnat, in the Business section of the Vancouver Sun and The Province. The Notice is to be run in one issue of these papers during the following week. This Notice will also be published as soon as possible in such other appropriate local news publications as may provide adequate notice to the affected customers in the service area of the utility. 4. B.C. Hydro is to design a program to supplement the newspaper ads that will adequately infonn customers of the rate design proposals and submit the program to the Commission for approval prior to implementation. S. B.C. Hydro is also to prepare detailed summaries of the closed Rate Schedules, terminated Rate Schedules and other proposed major changes in provision of service and mail the relevant Summaries to affected customer groups and to the Commission by February 20, 1991. 6. The Rate Design and Distribution Extension and Service Connection Policies Application and supporting material are to be made available for inspection at the Head Office of B.C. Hydro at 970 Burrard Street, Vancouver, B.C. and at its Regional Offices located in its service area. The Applications and supporting material are also available for inspection at the office of the British Columbia Utilities Commission, 6th Floor, 900 Howe Street, Vancouver, B.C. 7. Intervenors and Interested Parties intending to be present and participate in the pre-hearing conference should advise the Commission Secretary and the Applicant before February 28, 1991. Such infonnation should state the nature of the interest in the proceeding and a list of items for discussion. 8. B.C. Hydro is to prepare an Executive Summary of the Application for distribution to Intervenors and Interested Parties as they become registered with the Commission. 9. B.C. Hydro is to provide Registered Intervenors to the proceeding with the complete Application documents that have been filed with the Commission.
