On July 23, 1991 Centra Gas British Columbia Inc. ("Centra Gas") applied to the Commission for approval of long-term natural gas contracts with Encor Energy Corporation Inc., Ocelot Industries Ltd. and Petro-Canada ("the Suppliers") pursuant to Rules Respecting Energy Supply Contracts ("the Rules") and Section 85.3 of the Utilities Commission Act ("the Act"); and B. The five Gas Purchase Contracts in total provide a firm gas supply of 11,300 GJ per day for a period of 15 years commencing November 1, 1991; and C. The Commission has reviewed the Gas Purchase Contracts and supporting material and is satisfied that approval is necessary and in the public interest. NOW THEREFORE the Commission hereby orders Centra Gas as follows: 1. The Gas Purchase Contracts contained in the July 23,1991 Centra Gas Application are approved and accepted pursuant to the Rules and Section 85.3 of the Act. 2. When Centra Gas' Gas Tariff rates are no longer constrained by Special Direction to the Commission but are determined in accordance with common regulatory principles generally applicable to natural gas utilities in British Columbia, the Commission may not necessarily, on the basis of the information currently filed, accept the demand/commodity structure incorporated in the gas purchase contracts as being just and reasonable from a rate-making perspective.
