BEFORE: J.D.V. Newlands, ) Deputy Chainnan; ) N. Martin, ) April 23, 1991 Commissioner; and ) W.M. Swanson, Q.C. ) Commissioner ) o R D E R WHEREAS: A. On November 30, 1990 Pacific Northern Gas Ltd. ("PNG"), pursuant to Sections 64 and 104 of the Utilities Commission Act, filed a Revenue Requirements Application and applied for an Order granting an interim rate increase, effective with consumption on and after January 1, 1991; and B. By Order No. G-1-91 dated January 8, 1991, the Commission approved an across the board interim increase in rates of 4.572 percent for PNG customers, effective January 1, 1991; and C. By Order No. G-2-91 the Commission set the Application down for a public hearing to commence March 18, 1991 in Prince Rupert, B.C.; and D. The public hearing into PNG's Application commenced on March 18, 1991 and concluded March 22, 1991; and E. The Commission has considered the Application and evidence adduced thereon all as set forth in the Decision issued concurrently with this Order. NOW THEREFORE the Commission hereby orders PNG as follows: 1. The Rate Base and Revenue Requirements for the year ending December 31, 1991 are as set out in the Schedules contained in the Decision. 2. The interim rates, approved by Order No. G-I-91, are considered to be excessive and are required to be partially refunded with appropriate interest to customers from January 1, 1991 to the date upon which the new Tariff Schedules come into effect. 2 3. PNG is required to file a rate and revenue reconciliation for calendar year 1991 by February 28, 1992. 4. PNG will comply with the several directions incorporated in the Commission Decision.
