McIntyre, ) Chairman; ) N. Martin, ) July 10, 1991 Commissioner; and ) W.M. Swanson, Q.C., ) Commissioner ) ORDER WHEREAS: A. On June 19, 1991 Northland Utilities (RC.) Limited ("Northland") applied to the Commission for approval to maintain existing rates to its Dawson Creek Division customers and to allow the utility to recover from a cost of gas deferral account, sufficient funds to permit it to offset an expected 1992 revenue shortfall, and to earn its approved rate of return for 1992, consistent with Commission Decision and Order No. 0-26-89; and B. Commission Order No. 0-110-90 approved a November 19, 1990 Northland request to use part of the credit balance in the cost of gas deferral account to maintain existing natural gas sales rates for the calendar year 1991; and C. The Commission has reviewed the Application and finds that approval is necessary and in the public interest. NOW TIlEREFORE the Commission orders as follows: 1. The Commission approves the use of the cost of gas deferral account that will permit Northland to offset an expected 1992 revenue shortfall and to earn its approved rate of return for the calendar year 1992. 2. Northland is to provide its customers with a notice describing its intention to maintain existing natural gas sales rates by way of the approved procedure for the calendar year 1992. 3. Northland is to file its 1992 revenue requirements forecast before October 1, 1991 for Commission determination of the appropriate amount to be taken out of the deferred account as offset to the forecast 1992 revenue deficiency.
