McIntyre, ) Chairman; ) W.M. Swanson, Q.c. ) March 11, 1991 Commissioner; and ) K.L. Hall, ) Commissioner ) o R D E R WHEREAS: A. On January 15, 1991 British Columbia Hydro and Power Authority ("B.C. Hydro") filed with the Commission an Application for Rate Design of its Electric Tariffs, ("the Application"), as required by Commission Decision and Order No. G-31-90 dated April 30, 1990 and Order No. G-95-90 dated November 30, 1990; and B. In the Application B.C. Hydro also applied for approval of a method to alter the implementation of the approved 1.5 percent revenue requirement increase effective April 1, 1991 pursuant to Order No. G-31-90; and C. Commission Order No. G-83-90 required that the fundamental changes proposed in B.C. Hydro's April 10 and June 7, 1990 Application to amend its Distribution Extension and Service Connection Policies be heard in conjunction with the Rate Design Application; and D. By Order No. G-12-91 a Pre-Hearing Conference into the Application was held on March 4, 1991, at which time B.c. Hydro indicated that it would be making an application to adjourn the public hearing; and E. On March 7, 1991 B.C. Hydro filed its Notice of Motion to adjourn the May 6, 1991 public hearing date and advised all Registered Intervenors into the proceeding; and F. On March 11, 1991 the Commission heard argument on B.c. Hydro's request to adjourn the hearing; and G. 2 28 91 NOW THEREFORE the Commission orders as follows: 1. The public hearing into the Application scheduled for May 6, 1991 is adjourned to Monday, June 10, 1991, commencing at 8:30 a.m. local time, in the Commission Hearing Room, Sixth Floor, 900 Howe Street, Vancouver, B.c. 2. The Commission will sit from 8:30 a.m. to 1:00 p.m., Monday to Friday. 3. B.C. Hydro is to prepare a Notice of Hearing for the Commission's review prior to publication. The Notice will include reference to the reasons for adjournment. The following revised schedule of dates is to be identified in the Notice: Intervenor Information Requests submitted before April 12, 1991 will be answered by B.C. Hydro before May 3, 1991, Intervenor Evidence is to be submitted by May 24, 1991. Publication of the Notice is to be made not later than March 22, 1991, in display-ad format, in the Business Section of the Vancouver Sun and The Province. The Notice is to be run in one issue of these papers during the following week. This Notice will also be published as soon as possible in such other appropriate local news publications as may provide adequate notice to the affected customers in the service area of the utility. The Notice is to be mailed to the customer groups affected by the closed and/or terminated Rate Schedules in the Application. 4. B.c. Hydro's Application to withdraw its proposed treatment of the April 1, 1991 rate increase is approved. 5. B.c. Hydro's Application to withdraw its proposed amendment to Rate Schedule 1755 - Private Outdoor Lighting (Closed) is approved. 6. B.C. Hydro is directed to file by April 5, 1991 its proposed method of presenting its Application, including the identify of those panel participants who will speak to each part of the Application and, any supplemental direct evidence upon which B.C. Hydro will rely. 7. The need for any regional sessions will be determined during the first week of the hearing.
