("CGBC") applied on behalf of Centra Gas Victoria Inc. ("CGVic"), Centra Gas Vancouver Island Inc. ("CGVI") and CGBC to the Commission for approval of Retail Rate Structures and Rate Levels. B. Under the Victoria Stabilization Agreement, Vigas Rate Stabilization and Disposition Agreement and the Nanaimo Rate Stabilization Agreement the Commission and the Minister of Energy, Mines and Petroleum Resources have determined the competitive fuel price which is the basis of the retail rate level; and C.
