McIntyre, ) Chairman; ) N. Martin, ) July 10, 1991 Commissioner; and ) W.M. Swanson, Q.c., ) Commissioner ) o R D E R WHEREAS: A. On November 28, 1990, Princeton Light and Power Company, Limited (flPLPfI) filed an Application for a general increase in rates of 3.289 percent and to pass-through West Kootenay Power Ltd.'s (flWKPff) increased rates for power supplied, both effective January 1, 1991; and B. On December 28, 1990 PLP amended its Application and provided the Commission with additional information in support of its general rate increase and confmned that the increase requested would provide it with a return on rate base and equity that was previously confmned by Commission Decision and Order No. 0-27-90 dated April 12, 1990; and C. Commission Order No. 0-5-91 approved a general interim rate increase of 3.6 percent for PLP effective January 1, 1991; and D. On June 17, 1991 PLP filed its 1991 Annual Report with the Commission which indicated that the utility's return on equity was substantially lower than the approved return, even with the general interim increase effective January 1, 1991; and E. The Commission has reviewed the Application and supporting material and finds that the confmnation of the general interim increase is necessary and in the public interest. NOW THEREFORE the Commission hereby orders as follows: 1. The general interim increase of 3.6 percent, approved by Order No. 0-5-91, is confirmed as permanent effective January 1, 1991. 2. The Commission will accept, subject to timely filing, amended Electric Tariff rate schedules that confmn the permanent, general rate increase. tl DATED at the City of Vancouver, in the Province of British Columbia, this/1day of July 1991.
