Newlands, ) October 10, 1991 Deputy Chainnan; and ) K.L. Hall, ) Commissioner ) o R D E R WHEREAS: A. On September 24 and 25, 1991 BC Gas Inc. ("BC Gas") filed with the Lieutenant Governor in Council a proposal for the disposition of certain deferral account balances and a new schedule of rates effective October 1, 1991, pursuant to Sections 9 and 10 of Order in Council No. 953/89; and B. On September 30, 1991 the Ministry of Energy, Mines an Petroleum Resources advised BC Gas that the matter would fall under the jurisdiction of the Commission effective October 1, 1991; and C. On October 4, 1991 BC Gas filed with the Commission a proposal to freeze the deferral accounts as at September 30, 1991, to amortize such deferral account balances commencing January 1, 1992 over a 12 month period and to set up a new deferral account for the Inland Division to collect a negative rider of $0.057 per GJ effective October 1, 1991; and D. The Commission has reviewed the filings and finds that approval is necessary and in the public interest. NOW THEREFORE the Commission Orders as follows: 1. The Commission approves the setting up of a deferral account for the credit balance of approximately $525,500 effective October 1, 1991, pursuant to Order in Council No. 953/89. 2. The Commission approves the setting up of a new deferral account for the BC Gas-Inland Division to collect the negative rider of $0.057 per GJ commencing October 1, 1991. 3. Interest should be accrued on the deferral accounts referred to in paragraphs 1 and 2 above, at the average short-tenn borrowing rate of BC Gas.
