Newlands, ) Deputy Chairman; ) N. Martin, ) January 17, 1991 Commissioner; and ) W.M. Swanson, Q.C., ) Commissioner ) ORDER WHEREAS: A. The Corporation of the City of Nelson ("the City ") applied on January 10, 1991 for Commission approval of interim rates contained in the City of Nelson Electrical Utility Regulatory Amendment By-Law No. 2424, 1991 (lithe By-Law") applicable to electric service rendered by the City in its service area; and B . On January 16, 1991 the City amended the Application and requested Commission approval to allow for permanent rates in accordance with the By-Law; and C. The amendments specified in the By-Law are to permit the City to increase all customer rates by 4.5 percent effective February 1, 1991, in order to recover increased electricity charges effective January 1, 1991 from its supplier, West Kootenay Power Ltd.; and D. The By-Law maintains the rate differential approved by Commission Decision and Order No. 0-76-83 dated October 24, 1983; and E. The Commission has reviewed the Application and supporting material and finds that the proposed firm increase in electric service rates is necessary and in the public interest. NOW THEREFORE the Commission orders as follows: 1. The Commission accepts for filing effective February 1, 1991 the City of Nelson Electrical Utility Regulatory Amendment By-Law No. 2424, 1991 which incorporates a permanent, general rate increase of 4.5 percent over existing rates to all customers. 2. The City, by way of Customer Notice, is to inform customers of the general rate increase and its effect on monthly bills along with the reasons for the increased rates to be effective February 1, 1991.
