McIntyre, Chairman; J.D.V. Newlands, Deputy Chairman; and N. Martin, Commissioner CERTIFICATE OF PUBLIC CONVENIENCE AND NECESSITY WHEREAS: A. On February 3, 1992 British Columbia Hydro and Power Authority ("B.e. Hydro") applied for a Certificate of Public Convenience and Necessity ("CPCN"), to construct and operate a 138 kilovolt transmission line extension from its Jinglepot Substation to MacMillan Bloedel Limited's Harrnac Pulp Mill Substation near Nanaimo, B.e. and B. The project is to permit the relocation of the MacMillan Bloedel Limited's Harrnac Mill Substation approximately 260 metres west of the existing substation facilities; and C. The Commission has reviewed the Application and has determined that the construction and operation of the proposed 138 kilovolt transmission line extension is necessary for the public convenience and properly conserves the public interest. NOW THEREFORE the Commission orders as follows: A CPCN is granted to B.C.
