BEFORE: J.D.V. Newlands, ) Deputy Chairman; ) N. Martin, ) December 20, 1991 Commissioner; and ) K.L. Hall, ) Commissioner ) o R D E R WHEREAS: A. On November 28, 1991, West Kootenay Power Ltd. (ffWKP ff ) filed with the Commission, pursuant to Section 67 of the Utilities Commission Act, an Application ("the Application ff ) requesting a Commission Order granting an interim, refundable rate increase of 4.2 percent uniformly to all classes of service, effective with consumption on and after January 1, 1992, and a further increase of 5.8 percent effective, January 1, 1993; and B. On December 4, 1991 WKP filed additional information and Rate of Return testimony in support of the Application; and C. The Commission has reviewed the Application by WKP and supporting documentation and is satisfied that the intent of the Application and interim rate increase is necessary and in the public interest. NOW THEREFORE the Commission orders as follows: 1. The 4.2 percent increase over existing rates, requested to become effective January 1, 1992 is approved on an interim basis, with the interim increase subject to refund with interest calculated at the average prime rate of the principal bank with which WKP conducts its business. 2. The Commission will accept, subject to timely filing, Electric Tariff Rate Schedules amended in accordance with the Application and terms of this Order effective with consumption on and after January 1, 1992. 3. WKP by way of Customer bill stuffer and a published Notice in Community newspapers, is to inform customers of the interim rate increase effective January 1, 1992, and its effect on monthly electricity bills along with reasons for the increased rates.
