IN TIlE MAT IER OF the Utilities Commission Act, S.B.C. 1980, c. 60, as amended and IN TIlE MATIER OF an Application by BC Gas Inc. BEFORE: J.G. McIntyre, ) Chainnan; ) J.D.V. Newlands, ) November 15, 1991 Deputy Chainnan; and ) N. Martin, ) Commissioner ) o R D E R WHEREAS: A. On October 25, 1991, BC Gas Inc. - Fort Nelson Division ("BC Gas") applied to the Commission for approval to pass-through to customers a reduction in gas purchase costs effective November 1, 1991; and B. BC Gas also requested that gas tariff rates for Rate Schedules 2.3 and 2.4 Natural Gas Vehicle ("NGV") Refueling Service be maintained at existing levels and indicated that such rates were competitive; and C. The Commission has reviewed the fIling and finds that matters described within the BC Gas Application must be dealt with individually. NOW THEREFORE the Commission orders as follows: 1 . The Commission approves for BC Gas customers, a pass-through of a reduction in gas purchase costs from the utility'S suppliers effective October 1, 1991. 2. BC Gas is to maintain rates charged for NGV Service at existing levels and to set up a deferral account effective October 1, 1991 to capture the difference in gas costs not passed through to customers. 3. The balance in the NGV deferral account is to attract interest calculated at the average prime rate of the utility'S principal bank, and will be decided for disposal after the BC Gas Phase A Rate Design Hearing scheduled on December 3, 1991 in Vancouver, B.C.
