Jaccard, ) Chair, and ) November 5, 1992 L.R. Barr, ) Deputy Chair ) o R D E R WHEREAS: A. On July 31, 1992 Pacific Northern Oas Ltd. (ttPNOtt) applied, pursuant to Section 67 of the Utilities Commission Act, for Commission approval of amendments to its Oas Tariff-Article X - Promotional Programs regarding Conversion Loan Programs to utility customers; and B. The amendments would allow PNO to increase the maximum loan provisions available for customers to finance the purchase of automotive equipment for conversion to natural gas (ttNOVtt) up to $3,500 per conversion; and C. The current approved loan provision covers a significant portion of the conversion costs; and D. Whereas in the 1992 Provincial Budget the Minister of Finance has indicated his intention that the current relief from the Motive Fuel Tax on natural gas consumed in NOV will be terminated on March 31, 1997; and E. The Commission has reviewed PNO's application and has determined that the increased financing to its utility customers for the NOV Conversion Loan Program should not be approved prior to a review of all such financing and grant programs within the utility's Least Cost Integrated Resource Plan (ttLCIRPtt). NOW THEREFORE the Commission orders as follows: 1. The Application by PNO for increased financing to customers for NOV conversions is denied. 2. In conjunction with its next revenue requirements application, PNO is to lead evidence on all existing and proposed grant and loan programs downstream of the customer's gas meter. 3.
