On January 21, 1992 BC Gas Inc. ("BC Gas") advised the Commission that Westcoast Energy Inc. ("WEI") filed with the National Energy Board a December 12, 1991 Application for interim and final tolls, effective January 1, 1992; and B. Order No. G-15-92 approved for BC Gas a cost of gas deferral account to record the interim changes in WEI tolls on an interim and divisional basis effective January 1, 1992; and C. On April 16, 1992 BC Gas applied to the Commission for approval to flow-through on a permanent basis WErs interim toll charges, effective May 1, 1992; and D. On September 30, 1992 BC Gas revised its application and requested that the final WEI 1992 tolls approved by the National Energy Board be passed through on a permanent basis effective with consumption October 1, 1992, except to Lower Mainland Schedules 2501 and 2502 and Inland Schedules 10 and 12, and that a deferral account be allowed to capture the variance between forecasted WEI commodity tolls and actual WEI commodity tolls incurred; and E. On October 13, 1992 BC Gas advised the Commission that the requested approval date for tariff changes had lapsed and now requested an extension of time to a date that would coincide with other rate changes; and F. The Commission has reviewed the Application and is satisfied that a pass-through of 1992 WEI tolls for BC Gas is necessary and in the public interest. NOW THEREFORE the Commission orders as follows: 1. The Commission approves the BC Gas Application to pass-through the permanent 1992 WEI Tolls to BC Gas customers on a permanent basis effective with consumption on and after November 1, 1992. 2. The Commission approves the setting up of a deferral account to collect any variance from the forecast WEI commodity tolls. . . ./2 SIXTH FLOOR 900 HOWE STREET, VANCOUVER, B.C V6Z
2 3. The deferral account approved by Order No. G-15-92 is to remain in place attracting interest and will be dealt with by way of future Commission Order. 4. BC Gas will, subject to timely filing, provide the Commission with Gas Tariff Rate Schedules amended in accordance with terms of this Order.
