On July 28, 1992 Pacific Coast Energy Corporation (flpcEC fI ) filed for Commission approval, its Cost of Service and Rate Base Application for determining the allowable cost of service for the first fiscal years 1991 and 1992; and B. The Application was ftled pursuant to the Utilities Commission Act (tithe Act") and Special Direction No.5 approved by Order-in-Council No. 990 dated July 11, 1991 issued pursuant to the authority of Section 7(4) of the Vancouver Island Natural Gas Act (lithe Special Direction fl ); and C. The Commission by Order No. G-124-91 approved Gas Transportation Service Agreements between PCEC and Centra Gas British Columbia Inc., Squamish Gas Co. Ltd. and the Vancouver Island Gas Joint Venture for gas service and rates off the transmission pipeline; and D. The Commission has reviewed the Application and finds that it is now appropriate to confirm a public hearing date and location. NOW THEREFORE the Commission orders PCEC as follows: 1. A public hearing into the PCEC Rate Base and Cost of Service Application is set to commence 9:00 a.m. local time Monday, March 22, 1993 in the British Columbia Utilities Commission Hearing Room, Sixth Floor, 900 Howe Street, Vancouver, B.C., V6Z 2N3. 2. PCEC, Centra Gas, Squamish Gas and other interested parties are advised that a Pre-Hearing Conference pertaining to all aspects of the Application will be held commencing at 9:00 a.m., Thursday, January 7, 1993 in the British Columbia Utilities Commission Hearing Room, Sixth Floor, 900 Howe Street, Vancouver, B.C., V6Z 2N3. 3. Not later then January 29, 1993 PCEC is directed to ftle all necessary information for the 1993 test year and update its 1992 information. 4. Not later than December 23, 1992 PCEC will arrange for publication of a Notice of Public Hearing, in the form attached in display-ad format, in one issue in the business section of the Victoria Times Colonist, the Vancouver Sun and Province and the appropriate local newspaper publications so as to provide adequate notice to the public in the service area of the utility. The Application and supporting material will be made available for inspection at the Head Office of PCEC, Suite 1700, 1188 West Georgia Street, Vancouver, B.C., at the Office of the British Columbia Utilities Commission, Sixth Floor ~ 900 Howe Street, Vancouver, B.C. and in the main public libraries in the cities of Victoria, Duncan, Nanaimo, Port Alberni, Courtenay, Campbell River, Powell River, Sechelt, Squamish and Coquitlam, B.C. 6. An Executive Summary of the Application will be prepared by PCEC and distributed to all intervenors and interested parties as they become registered with the Commission. 7. Not later than February 8, 1993 Intervenors and Interested Parties intending to be present and participate in the public hearing shall give written Notice of Intention to the Commission Secretary and to the Applicant. Such notice shall state the nature of the interest in the proceeding. 8. The Commission will consider holding regional public hearings in the PCEC service area depending on such written requests received by the Commission Secretary prior to January 29, 1993. 9. Intervenors and Interested Parties intending to file written submissions should do so by March 1, 1993 and provide one copy each to the Commission and to the Applicant. G-117-92 PACIFIC COAST ENERGY CORPORATION Application for Commission Approval of Cost of Service and Rate Base NOTICE QF PUB"IC HEARING Time: 9:00 a.m. Date: Monday, March 22,1993 Location: British Columbia Utilities Commission Hearing Room Sixth Floor, 900 Howe Street Vancouver, B.C., V6Z 2N3 THE APPUCATIQN On July 28, 1992 Pacific Coast Energy Corporation filed with the Commission for approval its Cost of Service and Rate Base Application covering the period 1991 and 1992. Updated results for 1992 and projected 1993 estimates will be provided by January 29, 1993. Effective July 1, 1991 the Commission by Order No. G-124-91, approved gas transportation service rates on the PCEC pipeline for customers located from Squamish, B.C. to Powell River, B.C. and on Vancouver Island, B.C. THE PUBLIC HEARING The Commission has set down the Application for public hearing to commence at 9:00 a.m. local time, Monday, March 22, 1993, in the British Columbia Utilities Commission Hearing Room, Sixth Floor, 900 Howe Street, Vancouver, B.C., V6Z 2N3. The Commission will consider holding regional public hearings in the PCEC service area depending upon such written requests received by the Commission Secretary prior to January 29, 1993. PRE-HEARING CONFERENCE A Pre-Hearing Conference pertaining to all aspects of the 1992 and 1993 applications including phasing and timing of presentation of evidence will take place at 9:00 a.m. on Thursday January 7, 1993 in the Commission Hearing Room, Sixth Floor, 900 Howe Street, Vancouver, B.C., V6Z 2N3. PUBLIC INSPECTION OF THE APPLICATION The Application, supporting material and Commission Order No. G-117-92 will be made available for inspection at the Head Office of Pacific Coast Energy Corporation, Suite 1700, 1188 West Georgia Street, Vancouver, B.C., V6E 1A2 at the office of the British Columbia Utilities Commission, Sixth Floor, 900 Howe Street, Vancouver, B.C., V6Z 2N3 and in the main public libraries in the cities of Victoria, Duncan, Nanaimo, Port Alberni, Courtenay, Campbell River, Powell River, Sechelt, Squamish and Coquitlam, B.C. An Executive Summary of the Application will be distributed by the Applicant to Intervenors and Interested Parties as they become registered with the Commission. INTERVENTIQNS Any person wishing to be present at the public hearing and to give evidence or cross-examine witnesses should provide written notice, to be received not later than February 8, 1993, to the Commission Secretary and to the Applicant. The Notice should include a brief statement as to the nature of the interest in the proceedings and should indicate whether they intend to appear at the hearing.
