G-97-92 IN TIIE MA1 TER OF the Utilities Commission Act, S.B.C. 1980, c. 60, as amended and IN TIIE MA1 TER OF an Application by Pacific Northern Gas Ltd. BEFORE: M.K. Jaccard, ) Chair, ) L.R. Barr, ) October 8, 1992 Deputy Chair ) o R D E R WHEREAS: A. On October 2, 1992 Pacific Northern Gas Ltd. (tlpNG tI ) applied pursuant to Section 67 of the Utilities Commission Act for Commission approval of a negotiated industrial interruptible rate for the provision of interruptible gas supply for the month of October 1992 to British Columbia Hydro and Power Authority's ("B.C. Hydro") thermal generating plant at Prince Rupert, British Columbia; and B. The interruptible supply is to remain in effect for the month of October 1992 and will enable B.c. Hydro to deliver power into the integrated grid system; and C. By Letter Agreement dated October 1, 1992, B.C. Hydro has agreed that interruptible gas deliveries to Methanex Corporation will have priority over interruptible deliveries to B.c. Hydro should curtailment by PNG be necessary; and D. The Commission has reviewed the industrial interruptible supply agreement and finds that approval is necessary and in the public interest. NOW THEREFORE the Commission orders as follows: 1 . The Commission accepts for filing the October 1, 1992 Letter Agreement as an amendment to the PNG Gas Tariff Supplement No. 10 for the month of October, 1992. 2. The Commission directs PNG to file a report on sales made under the October 1, 1992 Letter Agreement and to include a discussion on the allocation of the margin earned on similar sales in the future and under what circumstances such margin should be credited to PNG's firm customers.
