IN TIlE MATTER OF the Utilities Commission Act, S.B.C. 1980, c. 60, as amended and IN TIlE MATTER OF an Application by Northland Utilities (B.C.) Limited and Commission Order No. 0-59-91 BEFORE: J.O. McIntyre, ) Chairman; ) J.D.V. Newlands, ) Deputy Chairman; ) N. Martin, ) January 16, 1992 Commissioner; and ) K.L. Hall, ) Commissioner ) o R D E R WHEREAS: A. Commission Order No. 0-59-91 allowed Northland Utilities (B.C.) Limited ("NUL") to earn its approved rate of return for calendar year 1992 by using a credit in the cost of gas deferral account to increase utility revenue, subject to NUL filing its 1992 revenue requirements; and B. On October 29 and December 2, 1991 NUL provided the Commission with its expected 1992 revenue shortfall and requested the balance in the cost of gas deferral account be transferred to cover an income deficiency for the period January 1 to October 15, 1992; and C. NUL also requested that a revenue deficiency rider in the amount of $0.157/0J be approved and collected from all customers effective for the period October 15. 1992 to December 31. 1992 inclusive; and D. The Commission has reviewed the Application and finds the approval is necessary and in the public interest. NOW THEREFORE the Commission orders as follows: 1. The Commission approves for NUL the transfer from the cost of gas deferral account to utility income. revenue sufficient to permit the utility to earn its approved rate of return covering the period January 1 to October 15, 1992. . . ./2 HOWE

The Commission approves for NUL a revenue deficiency rider in the amount of $0.157/01 effective with consumption on and after October 15, 1992 and ending on December 31, 1992, in order to permit the utility to recover its approved rate of return for the calendar year 1992. 3. NUL is to fIle an updated 1992 revenue requirements forecast before September 15, 1992. 4. NUL is to provide information on the utility's 1992 natural gas rates, and deficiency rider in its next regular monthly billing to all customers.
