Newlands, ) Deputy Chairman; ) January 23, 1992 N. Martin, ) Commissioner; and ) K.L. Hall ) Commissioner ) o R D E R WHEREAS: A. On January 21, 1992 BC Gas Inc. ("BC Gas") advised the Commission that Westcoast Energy Inc. ("WEI") filed with the National Energy Board a December 12, 1991 Application for interim and final tolls, effective January 1, 1992; and B. On December 23, 1991, the National Energy Board issued Order TGI-5-91 and advised WEI that a final decision on its tolls would not be made prior to January 1, 1992 and authorized that interim tolls should be collected; and C. The Commission has reviewed the Application and is satisfied that the procedure by BC Gas of using a deferral account to capture changes in gas costs and WEI interim toll changes properly conserves the public interest. NOW THEREFORE the Commission orders as follows: 1. The Commission approves for BC Gas the use of a cost of gas deferral account to record interim changes in WEI tolls on an interim and divisional basis, effective with consumption, on and after January 1, 1992 with such balances attracting interest calculated at the average prime rate of the utility'S principal bank:. 2.
