McIntyre, ) Chairman; ) J.D.V. Newlands, ) January 30, 1992 Deputy Chairman; and ) N. Martin, ) Commissioner ) o R D E R WHEREAS: A. On January 15, 1992 Princeton Light and Power Company, Limited ("PLp lI ) applied, pursuant to Section 67 of the Utilities Commission Act (lithe Act"), to pass-through two increases in the cost of purchased power from its energy supplier, West Kootenay Power Ltd. ("WKP") effective January 1, 1992; and B. One cost increase relates to an increase in Water Rental Fees effective January 1, 1992, as authorized by government Order in Council No. 1581 dated December 19, 1991, and approved for WKP by Commission Order No. 0-4-92; and C. A further increase in the cost of purchased power cost is as a result of Long Term Firm Power Supply Agreements between WKP and Cominco that became effective January 1, 1992 and approved by Commission Order No. 0-6-92; and D. The Commission has reviewed the Application and supporting material and finds that approval of the permanent and interim rate increases is necessary and in the public interest NOW THEREFORE the Commission orders as follows: 1. Subsequent to a pass-through of Water Rental Fee increases from its energy supplier, and pursuant to Section 67(4) of the Act, the Commission approves for PLP a general rate increase of 1.566 percent over existing rates to all customer effective January 1, 1992. 2. As a result of increased cost of purchased power related to Long Term Firm Power Supply Agreements between WKP and Cominco, Commission Order No. 0-121-91 is varied to include the effect of the increased cost of power with a total interim rate increase for PLP customers of 11.6 percent effective January 1, 1992.

The Commission will accept, subject to timely filing, amended Electric Tariff Rate Schedules which incorporate a general increase in rates as a result of increased Water Rental Fees and a general interim rate increase relating to increased cost of purchased power from WKP, effective January 1, 1992. 4. PLP, by way of Customer Notice, is to inform customers of the permanent and interim rate increases effective January 1, 1992, the effect on monthly bills and reasons for the increased rates, including reference to PLP's Ten Stage Plan previously confIrmed by Commission Decision and Order No. G-27-90 dated April 12, 1990.
