Seasonal and Peaking Amendments to Natural Gas Supply Contracts 1994/95 Gas Contract Year BEFORE: M.K. Jaccard, Chairperson; and ) L.R. Barr, Deputy Chairperson ) September 23, 1994 ORDER WHEREAS: A. On September 9, 1994 BC Gas Utility Ltd. ("BC Gas") applied to the Commission for approval of new Seasonal and Peaking Gas Supply contracts as well as amendments to contracts which had previously been approved by Orders No. E-1l-92, E-13-93, E-23-93 and E-25-93; and B. On May 26, 1994 BC Gas filed its 1994/95 Gas Contracting Plan, which was subsequently approved by the Commission by letter dated June 10, 1994, as being a generally acceptable gas acquisition strategy, subject to the filing of individual contracts for approval; and C. The Commission has reviewed the BC Gas filing and is satisfied that approval of the following contracts and amendments is necessary and in the public interest. NOW THEREFORE pursuant to Section 85.3 of the Utilities Commission Act and the Rules, and subject to BC Gas filing fully executed documents in a timely fashion, the Commission approves the following contracts and amendments: 1. One year Seasonal Gas Purchase Contract with Amoco Canada Petroleum Company Ltd. dated July 1, 1994 for 20,000 MMBtu/d and a matching Seasonal Gas Sales Contract with Associated Gas Services, Inc. ("AGSI", formerly Grand Valley Gas Company) dated July 1, 1994 for 10,000 MMBtu/d. 2. One year Seasonal Gas Purchase Contract with AGSI dated July 1, 1994 for 20,000 GJ/d. 3. One year Seasonal Gas Purchase Contract with CanW est Gas Supply Inc. dated September 1, 1994 for 10,551 GJ/d and a matching Seasonal Gas Sales Contract with AGSI dated September 1, 1994. 4. One year Seasonal Spot Gas Purchase Contract with Enron Gas Marketing Canada Inc. dated November 23, 1993 for 24,000 GJ/d. 5. One year Seasonal Gas Purchase Contract with Talisman Energy Inc. dated July 1, 1994 for 5,000 MMBtu/d. 6. Amendment dated June 30, 1994 to the (9-day) Peaking Gas Purchase Contract with AGSI dated July 1, 1992, which increases the maximum number of days of supply.
7. Amendment dated June 1, 1994 to the (9-day) Peaking Gas Purchase Contract with Universal Resources Corporation ("Universal") dated July 1, 1992, which increases the maximum number of days of supply and establishes prices for 1994/95. 8. Amendment dated June 1, 1994 to the Seasonal Gas Purchase Contract with Universal dated July 1, 1992, which establishes prices for 1994/95. 9. Amendment dated July 25, 1994 to the Natural Gas Storage Agreement with Unocal Canada Limited dated June 1, 1990, which increases the storage supply by 198.2 10 10. One year Baseload Gas Purchase Contract with Union Pacific Fuels, Inc. dated November 1, 1994 for 15,000 MMBtu/d at Huntingdon and a matching Backstopping Gas Sales Contract with Enron Gas Services Canada Corp. dated July 1, 1994, which permits BC Gas to recall the gas to serve customers on its system. 11. Counter-Seasonal Gas Purchase Contract with Amoco Energy Trading Corporation dated July 1, 1994 for 20,000 MMBtu/d and a matching Counter-Seasonal Gas Sales Contract with AGSI dated July 1, 1994. 12. Gas Purchase Contract with Mobil Natural Gas Inc. dated July 1, 1994 for 10,000 MMBtu/d and a matching Baseload Gas Sales Contract with AGSI dated September 1, 1994,.
