BEFORE: M.K. Jaccard, Chairperson; and ) L.R. Barr, Deputy Chairperson ) October 6, 1994 ORDER WHEREAS: A. On September 30, 1994 British Columbia Hydro and Power Authority ("B.C. Hydro") applied to the Commission for approval of the purchase of swing gas supplies from Associated Gas Services Inc. ("AGSI"), interruptible gas supplies from Westcoast Gas Service Inc. ("WGSI"), and pricing amendments to existing contracts with Inland Pacific Energy Service Ltd. ("Inland"), Mobil Oil Canada ("Mobil") and CanWest Gas Supply Inc. ("CanWest"); and B. The gas purchase contracts will allow B.C. Hydro to utilize the Burrard Thermal Generating Plant to refill its hydro reservoirs during the month of October 1994; and C. The Commission has reviewed the contracts and is satisfied that the short-term interruptible gas supply should be approved. NOW THEREFORE pursuant to Section 85.3 of the Utilities Commission Act and the Rules, the Commission approves the following contracts and amendments: 1. Amendment to the Gas Purchase Contract dated March 11, 1993 with Inland for the supply of up to 5,000 GJlday of firm gas for the period October 1 to October 31, 1994. 2. Amendment to the Gas Purchase Contract dated March 1, 1993 with Mobil for the supply of up to 15,000 GJlday of firm gas for the period October 1 to October 15, 1994.

Amendment to the Gas Purchase Contract dated September 10, 1992 with CanWest for the supply of up to 5,000 GJ/day of firm gas and 140,000 GJ/day of interruptible gas for the period October 1 to October 31, 1994. 4. Short-term Gas Purchase Contract dated September 28, 1994 with WGSI and an agreement covering the supply of up to 15,000 GJ/day of interruptible gas for the period October 1 to 31, 1994. 5. Short-term Gas Purchase Contract dated October 1, 1994 with AGSI and an agreement covering the supply of up to 10,000 GJ/day of interruptible gas for the period October 1 to 31, 1994 B.C. Hydro is directed to file for Commission approval any future purchase arrangements under the contracts prior to gas deliveries taking place pursuant to such purchase arrangements.
