West Kootenay Power Ltd. and Pacific Northern Gas Ltd. BEFORE: M.K. Jaccard, Chairperson; and ) K.L. Hall, Commissioner ) February 15, 1994 ORDER WHEREAS: A. By Order No. G-12l-93 the Commission requested submissions from all interested parties before January 5, 1994 with respect to the holding of a separate joint hearing to deal with the rates of return on common equity ("ROE") for both Pacific Northern Gas Ltd. ("PNG") and BC Gas Utility Ltd. ("BCGUL"); and B. On January 14, 1994 a Pre-hearing Conference was held with interested parties who expressed the view that a joint ROE hearing would be beneficial; and C. West Kootenay Power Ltd. ("WKP") asked the Commission to be included in the joint hearing; and D. By Order No. G-4-94, the Commission set down a public hearing to be held into the appropriate rates of return on common equity and capital structure for BCGUL, WKP and PNG ("the Utilities") commencing 8:30 a.m. on Tuesday, AprilS, 1994 in the Commission's Hearing Room, 6th Floor, 900 Howe Street, Vancouver, B.C.; and E. The Order established a date for the filing of a budget for parties intending to apply for Participant Funding; a date for the filing of information requests to the Utilities by Registered Intervenors and Interested Parties; a date for the reply by the Utilities to the information requests; and a date for the filing of Intervenor evidence; and F. At a Pre-hearing Conference on February 14, 1994 submissions were made by several Registered Intervenors to change the filing dates previously ordered; and G. The Commission has considered the requests and amends certain filing dates contained in Order No. G-4-94.
2 G-12-94 NOW THEREFORE the Commission orders as follows: 1. All parties intending to apply for Participant Funding for the ROE hearing must file a budget, by Monday, February 21, 1994, consistent with the Commission's Guidelines and Rate Sheet as outlined in Commission Order No. G-117-93. 2. Registered Intervenors and Interested Parties intending to make requests for additional information from the Utilities should do so by Friday, February 25, 1994. Information Requests made by February 25, 1994 shall be responded to by the Utilities within ten days of their receipt but in any case before Monday, March 7, 1994. Information Requests received after February 25, 1994 will be responded to by the Utilities within ten days of their receipt. 3. Registered Intervenors intending to file written evidence pertaining to these matters must do so with the Commission and the Utilities by Monday, March 14, 1994. Parties intending to make requests for additional information from those Registered Intervenors who have filed written evidence should do so by Friday, March 18, 1994. Information requests made by March 18, 1994 shall be responded to by the Registered Intervenor by Friday, March 25, 1994.
