Ltd. for Approval of Short-Term Gas Supply Arrangements BEFORE: M.K. Jaccard, Chairperson; and ) K.L. Hall, Commissioner ) April 13, 1995 ORDER WHEREAS: A. On March 20, 1995 Pacific Northern Gas (N.E.) Ltd. ["PNG(N.E.)"] applied to the Commission for approval of two January 12, 1995 Letter Agreements for gas supply pricing arrangements with CanWest Gas Supply Inc. ("CanWest") covering the 1994/95 gas contract year; and B. The Letter Agreements cover pricing arrangements to the CanWest/PNG(N.E.) Gas Sales Agreement dated November 1, 1991 and the CanWestlWestcoast Energy Inc. Off-Line Sales Agreement to Peace River Transmission Company Limited; and C. The Commission has reviewed the filing and is satisfied that the Letter Agreements should be approved. NOW THEREFORE pursuant to Section 85.3 of the Utilities Commission Act and the Rules, the Commission orders the following for PNG: 1. January 12, 1995 Letter Agreement with CanWest covering gas supply pricing arrangements for Tumbler Ridge for the 1994/95 gas contract year subject to the filing of an amendment by August 1, 1995 which gives PNG(N.E.) priority access for its Tumbler Ridge Division to gas production in the area that is committed to CanWest. 2. January 12, 1995 Letter Agreement with CanWest covering pricing arrangements for Westcoast Energy Inc. Off-Line Sales for the 1994/95 gas contract year. 3. PNG(N.E.) is directed to include, as part of its 1995/96 Gas Contracting Plan, a five year assessment of gas supplies available to Tumbler Ridge and an action plan for restructuring gas supply for Dawson Creek that are consistent with its IRP process. 4. In the event that PNG(N.E.) does not file an acceptable amendment for Tumbler Ridge as set out above, the Commission directs that the matter of security of supply for the affected consumers may be considered in the Rate Design/IRP hearing set down under Order No. G-16-95.
