Jaccard, Chairperson; and ) L.R. Barr, Deputy Chairperson ) December 8, 1995 ORDER WHEREAS: A. On November 30, 1995 Central Heat Distribution Limited ("CHDL") filed with the Commission, pursuant to Sections 64 and 104 of the Utilities Commission Act ("the Act"), an Application to increase its Steam Tariff Schedule of Charges by 5 percent effective January 1, 1996 on a permanent basis or on an interim basis, if final approval is not forthcoming by that date; and B. The Application is the first rate change since January 1991 and seeks to recover increased operating, production and labour costs resulting in a revenue deficiency of approximately $235,000. The rate increase will allow the utility to earn a projected return on common equity in 1996 of 12.26 percent and 9.41 percent on rate base; and C. On November 30, 1995 CHDL notified all customers of the increased steam charges, provided them with a copy of the Executive Summary of the Application filed with the Commission and advised that comments should be made to the Commission and CHDL in writing; and D. The Commission has reviewed the Application and finds that approval is necessary and in the public interest. .. ./2
2 NOW THEREFORE the Commission orders as follows: I. The Application by CHDL for a 5 percent increase in the basic Steam Tariff Schedule of Charges IS approved on an interim basis effective January 1, 1996 pursuant to Section 104 of the Act. 2. Customers and interested parties who wish to intervene or provide comments on the Application to increase rates by 5 percent on a permanent basis are to make their submissions in writing to the Commission with a copy to CHDL by December 20, 1995. 3. CHDL is to distribute a copy of this Order to its customers and make a copy of this Order available to future customers that request service. 4. A pre-hearing conference is scheduled to take place at 9:00 a.m., Tuesday, January 9, 1996 in the Commission Hearing Room, 6th Floor, 900 Howe Street, Vancouver, B.C. in order for participants to discuss preliminary issues and the process by which to deal with the Application.
