Jaccard, Chairperson; and ) K.L. Hall, Commissioner ) September 21, 1995 ORDER WHEREAS: A. The Commission, in its Decision and Order No. G-41-94, approved for West Kootenay Power Ltd. ("WKp") Rate Schedule 90-Energy Management Service, and in particular WKP's provision of grants and loans in the R-2000 Construction Program of energy-efficient new residential homes, covering the period effective July 1, 1994 to June 30, 1996; and B. On July 4, 1995 WKP applied to the Commission for approval to cancel the R-2000 component of Rate Schedule 90 effective May 31, 1995 and in particular, the grant and loan incentives, as it was not satisfied with the performance results of the program. WKP confirmed that the R-2000 program did not generate sufficient customer interest during the period in question; and C. The Commission has reviewed the Application and finds that approval to cancel the grant and loan portion of the program is necessary and in the public interest. NOW THEREFORE the Commission orders as follows: 1. The Commission approves for WKP the cancellation of the R-2000 Construction grant and loan incentive program effective immediately. 2. WKP is directed to explore alternative configurations of the new home demand-side management ("DSM") program to obtain a higher Total Resource Cost test. 3. WKP is directed to conduct a review and provide the Commission with a report, on or before November 30, 1995, on new home construction DSM programs in other jurisdictions to determine alternative program designs and marketing strategies that have achieved acceptable economic results.
