Jaccard, Chairperson; and ) L.R. Barr, Deputy Chairperson ) September 11, 1995 ORDER WHEREAS: A. The Commission issued its Rules Regarding Energy Supply Contracts ("the Rules") in conjunction with its March 11, 1993 Decision on Domestic Natural Gas Supply. The Decision approved the use of buy/sells for delivery of direct sales gas to core market consumers and anticipated that there would be future reviews of matters related to direct sales; and B. In 1995 the Commission required a current review of the Rules and issued Order No. G-17-95 setting the matter down for a written public hearing; and C. A written public hearing on the matter was conducted from March 30 to June 9, 1995. On July 7, 1995 the Commission issued Order No. G-58-95 and its Decision based on evidence received during the written public hearing; and D. On July 31, 1995 the Commission received an application for a Participant Cost Award from the Canadian Independent Gas Marketing Association ("CIGMA") pursuant to Section 133.1 of the Utilities Commission Act ("the Act"); and E. The Division of the Commission reviewed the budget and claim for cost award from CIGMA having regard to the criteria and rates set out in Order No. G-117-93 and request BC Gas Utility Ltd. ("BC Gas"), Centra Gas British Columbia Inc. ("Centra Gas") and Pacific Northern Gas Ltd. ("PNG") to pay for the award. The cost sharing ratio between BC Gas, Centra Gas and PNG is based on their 1994 natural gas energy sales in the province as published in the Commission's 1994 Annual Report to the Legislature. NOW THEREFORE pursuant to Section 133.1 of the Act, the Commission orders BC Gas, Centra Gas and PNG to reimburse CIGMA for their participation in the Core Market Hearing in the total amount of $12,424.63 made up of $10,400.00 for fees and $2,024.63 for approved expenses.
