Jaccard, Chairperson; and ) L.R. Barr, Deputy Chairperson ) April 20, 1995 ORDER WHEREAS: A. On December 7, 1994 Centra Gas British Columbia Inc. - Whistler and Port Alice Districts ("Centra Gas") filed, pursuant to Sections 64 and 104 of the Utilities Commission Act ("the Act"), an Application for a permanent rate increase to customers effective May 1, 1995; and B. The Application requested that the Commission approve the recovery of a consolidated revenue deficiency for 1995 and 1996 and included a separate application to recover the balance in the 1994 Revenue Deficiency Deferral Account for the Port Alice District; and C. By Order No. G-12-95 the Commission approved the use of an Alternate Dispute Resolution ("ADR") process and set down a timetable for public review of the Application; and D. On February 23, 1995, at the ADR meeting in Whistler, B.C., Centra Gas officially withdrew its proposal to consolidate the two Districts and proceeded to review and settle the 1995 and 1996 Revenue Requirements independently of each other; and E. The Commission was informed that Centra Gas-Port Alice District, registered intervenors and Commission staff agreed to remove the copper service line replacement project from the negotiated settlement. The negotiating parties agreed that Centra Gas-Port Alice District would seek approval to conduct a study on the condition of the copper service lines with the study costs recorded in an interest bearing deferral account; and F. On March 24, 1995 Centra Gas-Port Alice District applied for Commission approval to spend approximately $5,000 for the copper service line study and to include the amount in an interest bearing deferral account. The utility also requested that the deferral account record the repairs required on a service line with reduced flow, two leaking service lines and 20 metres of exposed main due to a slide at an estimated cost of $6,850; and G. On April 20, 1995 the Commission reviewed the ADR settlement proposal package for the 1995 and 1996 revenue requirements for Centra Gas-Port Alice District and issued Order No. G-34-95; and H. The Commission has reviewed the corrosion study proposal and finds that approval is necessary and in the public interest. .. ./2
2 G-35-95 NOW THEREFORE the Commission orders Centra Gas as follows: 1. The Commission approves for Centra Gas the scope of the corrosion study on the underground grid system at Port Alice, B.C. and an interest bearing deferral account to record the estimated costs of $5,000 to perform the study. 2. Centra Gas is required to report on the actual costs in the deferral account, the results of the corrosion study and the advisability of replacing the remaining copper service lines. Centra Gas is required to obtain Commission approval before proceeding with any work that is indicated by the corrosion study.
