V6B5R3 Dear Mr. Harrison: Re: British Columbia Hydro and Power Authority Request for Extension for Submission of 1995 Intemted Resource Plan (IRP) The Commission has reviewed your request for an extension on the submission of the RC. Hydro IRP from June 30, 1995 to October 31, 1995. In your request, you indicate that an extension to October 31, 1995 will enable B.C. Hydro and the IRP Consultative Committee to complete the trade-off analysis and portfolio assessment in a more comprehensive manner. In particular, it will allow time for iterations of weighting assignments and discussion of trade-offs and preferred portfolios. In addition, the extension will allow for a complete evaluation of information found in the IPP proposals submitted in response to the December 1994 request for proposals. Finally, the extension will allow you to establish consistency between the IRP objectives and the resource characterization framework. In the absence of the extension, you indicate that a number of directives made by the BCUC in its November 1994 Decision with respect to these items will be inadequately fulfilled. The Commission notes that a letter from the Chair of the IRP Consultative Committee, Ms. N. Cooley, indicates that ten members of the committee support your request for an extension, although three members do not. Ms. Cooley states that the committee has been assured by RC. Hydro that there is sufficient commitment of resources to support the full completion of the plan by that date. The Commission accepts RC. Hydro's submission that an extension is necessary for the items outlined in . the frrst paragraph of this letter to be realized. However, after a detailed review of the work plan submitted by B.C. Hydro in support of the request, the Commission is not convinced that an extension to October 31, 1995 is required. Therefore, on the basis that the items identified above will be achieved, an extension to September 30, 1995 is granted. . . ./2
2 The Commission has also reviewed the IRP Progress Report dated May 12, 1995. In this report, you indicate that a review of the Resource Acquisition Policy ("RAP") will not be specifically undertaken with the Consultative Committee. However, you indicate that the Commission directive in this regard will be achieved since such a review is an implicit part of the trade-off analysis work undertaken by the committee. Further, you indicate that the documentation of this review will be in the form of a revised RAP which will be developed after the submission of the IRP. The Commission accepts your proposal but will expect B.C. Hydro to indicate how the trade-off analysis work of the Consultative Committee influenced the revised RAP. Further, the Commission expects B.C. Hydro to file by October 31, 1995 documentation clearly describing the revised RAP even if this revised version is interim in nature.
