Barr, Deputy Chair and ) Acting Chair ) April 24, 1997 K.L. Hall, Commissioner ) O R D E R WHEREAS: A. On April 8, 1997, as amended on April 15, 1997, Pacific Northern Gas Ltd. (ÒPNGÓ) applied to the Commission for approval of its 1996 Gas Supply Cost Deferral Account balance for recovery from customers by way of a rate rider to be collected during 1997; and B. The Gas Supply Cost Deferral Account records the difference between the actual gas supply costs incurred during 1996 and the forecast gas supply costs that were embedded in 1996 rates effective January 1, 1996. PNG estimates that there is a $141,854 credit in the demand charge component and a debit of $1,757,468 in the Commodity Charge Deferral Account leaving a new amount of $1,615,614 to be recovered from customers; and C. The Commission has reviewed the Application and finds that approval of a rate rider for recovery of the 1996 Gas Supply Cost Deferral Account is appropriate. NOW THEREFORE the Commission orders as follows: 1. Subject to timely filing of amended Gas Tariff Rate Schedules, the Commission approves for PNG 1997 rate riders to its Rate Schedules to recover the net debit in the 1996 Gas Supply Cost Deferral Account until such time as the account balance has been completely amortized. .../2
2 2. The Commission approves for PNG a lump sum payment to commercial transportation service customers to allow for an over-recovery of actual commodity/demand charges. 3. PNG is to provide all customers with a detailed explanation of the rate rider, its estimated length of recovery and the estimated monthly impact on rates. PNG is to provide the Commission with copies of the proposed customer notices in advance of publication.
