Jaccard, Chairperson; and ) L.R. Barr, Deputy Chairperson ) March 24, 1997 O R D E R WHEREAS: A. In its Decision dated June 25, 1996, the Commission approved for British Columbia Hydro and Power Authority (ÒB.C. HydroÓ) its Wholesale Transmission Application subject to several changes; and B. On February 17, 1997 B.C. Hydro filed its Revised Application in response to those determinations; and C. In its Revised Application B.C. Hydro requested interim approval for the following elements: ¥ interim approval of Tariff Supplement No. 30, containing the proposed Terms and Conditions; ¥ interim approval of Interim Rate Schedule 3001 for Transmission Service calculated using the existing approved Transmission Revenue Requirement filed in September 1996; ¥ interim approval of Interim Rate Schedules 3002-3005 for unbundled Ancillary Services, calculated on a cost-basis, using existing, approved transmission revenue requirement filed in September 1996; ¥ immediate cancellation of Rate Schedule 3000 Network Service; and D. The Commission asked for comments on the request for interim approval of the elements noted above from interested parties, as well as additional evidence from B.C. Hydro; and .../2

Comments were received from the Association for the Advancement of Sustainable Energy Policy, the Consumers Association Canada (B.C. Branch) et al., Comox Valley Energy Research Group, Inland Pacific Energy Services Ltd., Interior Municipal Electrical Utilities, Grid Company of Alberta Inc., the Council of Forest Industries, etc., Powerhouse Developments Inc. and TransAlta Enterprises Ltd., as well as additional evidence from B.C. Hydro; and F. The Commission reviewed the submissions from all parties and has determined that interim approval of the elements requested is required. NOW THEREFORE the Commission orders as follows: 1. The Commission grants interim approval, effective April 1, 1997, of those elements requested by B.C.ÊHydro with the exception of those elements relating to the auction proposal. 2. B.C. Hydro is directed to refile Electric Tariff Rate Schedules in line with the Commission's directive above.
