Jaccard, Chairperson; ) L.R. Barr, Deputy Chairperson; and ) K.L. Hall, Commissioner ) April 3, 1997 O R D E R WHEREAS: A. On March 21, 1997 BC Gas Utility Ltd. ("BC Gas") applied to the Commission for approval of a new Swing Gas Agreement ("the Agreement") with British Columbia Hydro and Power Authority ("B.C.ÊHydro") for gas supply to the Burrard Thermal Generating Plant for the period NovemberÊ1, 1996 to FebruaryÊ28, 1997; and B. The Agreement allowed BC Gas to provide B.C.ÊHydro with transportation and gas supply for up to two units at the Burrard Thermal Plant; and C. The Agreement provided BC Gas with operational flexibility to balance its daily supply and demand requirements; and D. The Commission is satisfied that approval of the Agreement is necessary and in the public interest. NOW THEREFORE the Commission orders as follows: 1. The Commission approves for BCÊGas the OctoberÊ25, 1996 Letter Agreement with B.C.ÊHydro for Swing Gas to the Burrard Thermal Generating Plant for the period NovemberÊ1, 1996 through FebruaryÊ28, 1997, subject to timely filing of the Agreement in standard Tariff Supplement format and
2 exclusion from the Off-System Incentive Program of resales of firm supply that was arranged for the swing sale. 2. BCÊGas is directed to file a report by AprilÊ30, 1997 showing the firm swing volumes that were delivered to B.C.ÊHydro along with the dates, quantities, customers codes and prices for days when the firm swing gas supply was sold off-system.
