In its Decision dated June 25, 1996, the Commission approved the British Columbia Hydro and Power Authority's ("B.C. Hydro") Wholesale Transmission Application subject to several changes; and B. By way of letter dated February 17, 1997, B.C. Hydro filed with the Commission for approval a second Wholesale Transmission Services Application in response to these determinations; and C. B.C. Hydro included in that letter a request for interim approval of certain portions of the Application; and D. By way of Order No. G-31-97, the Commission granted interim approval of those elements requested by B.C. Hydro with the exception of the auction proposal; and E. By way of Order No. G-40-97, the Commission indicated its intention to establish a process to dispose of the Application and set down a prehearing conference to take place May 2, 1997 to receive submissions regarding the regulatory timetable for this Application; and F. The prehearing conference took place as scheduled. .../2
2 NOW THEREFORE the Commission orders as follows: 1. The disposition of the B.C. Hydro Wholesale Transmission Services Application will be through negotiated settlement and Alternate Dispute Resolution procedures or by public hearing if a settlement is not achieved. 2. A Regulatory Timetable for the review of the Application is attached as Appendix A to this Order and summarizes the key dates in the public review process. 3. B.C. Hydro is to publish, in display ad format, in the Business Section of the Vancouver Sun and Province and in local community newspapers in its service area, the attached Appendix B - Notice of Public Hearing, by May 23, 1997 or as soon thereafter as possible. V6Z 2N3 BC TOLL FREE: 1-800-663-1385 CANADA FACSIMILE: (604) 660-1102 NOTICE OF PUBLIC HEARING A Hearing into the Issue of British Columbia Hydro and Power Authority Wholesale Transmission Services Application THE APPLICATION On February 17, 1997 British Columbia Hydro and Power Authority (ÒB.C. HydroÓ) filed with the Commission a Wholesale Transmission Services Application which allows Independent Power Producers and other utilities to transmit power across the B.C. Hydro integrated grid system under certain conditions. This Application is in response to several determinations made by the Commission in its Decision dated June 25, 1996 which dealt with a previous B.C. Hydro application with respect to Wholesale Transmission Services. THE REGULATORY PROCESS The Regulatory Timetable associated with this Application is attached as Appendix A to Order No.ÊG-53-97. The process provides for Alternative Dispute Resolution of the Application. Educational Workshops are scheduled for June 12/13 and July 3/4, 1997, with the location to be announced later. Negotiations days are scheduled for September 2-5, 1997 with a public hearing into the settlement document scheduled for September 22, 1997. INTERVENTIONS Any party who wishes to participate in these proceedings and who has not yet advised the Commission Secretary is asked to do so immediately.
PARTICIPANT ASSISTANCE All parties intending to apply for Participant Assistance must file a budget by May 30, 1997 consistent with the CommissionÕs Policy and Rate Sheet as outlined in Order No. G-103-96. Copies of the Participant Assistance Policy and Rate Sheet are available from the Commission upon request.
