V6C IB4 Dear Mr. Quail: Re: Retail Markets Downstream of Utility Meter Reconsideration of Commission Order No. F-5-97 Pursuant to your April 25, 1997 application for reconsideration of the disallowed transcript costs, the Commission has reviewed your request and advises that the reimbursement of $637.40 relating to the purchase of transcripts for the RMDM workshop has been denied. In preparing for the Workshop, the Commission did not consider that transcripts were necessary but did contract for a video recording of the proceeding. In reaching this determination the Commission noted that the original request for a transcript was made directly to Allwest Reporting by the utilities. Participants could then either make their own notes or view the video(s) which were available. Since the transcript was created from the video recording, it is the Commission's view that any costs expended to purchase the transcript were unnecessary and has therefore disallowed the associated costs.
