Application - Deferral Account - Repap British Columbia Inc. Further to your application for Commission approval to record 1997 costs and revenue deficiencies related to the creditor protection for Repap British Columbia Inc. ("Repaplf), the Commission gives approval-in-principle as follows. PNG may record in a deferral account the accounts receivable, legal costs and any revenue deficiencies (as further detailed in paragraph 11 of the Application of April 7, 1997) associated with the sale and transport of natural gas to Repap, as a result of Repap being granted, on March 3, 1997, an order pursuant to the Companies' Creditors Arrangement Act. The disposition of this deferral account will be by way of future Commission Order upon application by PNG. The Commission has received letters on this matter from previous intervenors/interested parties to PNG proceedings and is in agreement with some of the views expressed. In particular, the establishment of the account should not be construed by PNG as relief from the reasonable risk that it assumes in its operations and is compensated for in its Gas Tariff. Those parties who have indicated their interest will be given an opportunity to comment on the future proposed disposition of the Repap deferral account.
