V6B 5R3 Dear Ms. Barnett: Re: British Columbia Hydro and Power Authority WTS Application - Amendments to RegulatorY Timetable In a letter dated September 23, 1997, the City of Calgary Electric System 'Calgary) requested an extension to the regulatory timetable concerning the Wholesale Transmission Services Application of B.C. Hydro and Power Authority. In its letter, Calgary indicates concerns about the-timeliness and completeness of B.C. Hydro's responses to the first round of information requests and states that it is essential that the current B.C. Hydro FACOS study be made available to intervenors to assist in the preparation of information requests and intervenor evidence. Calgary has requested that the Commission delay the deadline for filing of intervenor evidence until November 4, 1997 to reflect delays experienced in the information request and response process and to allow intervenors time to receive and review the FACOS study. Calgary believes that its requested changes can be accommodated with little inconvenience and without rescheduling the commencement of the hearing on November 17, 1997. Calgary circulated its letter to all intervenors and the Commission has since received letters of support for the Calgary request from TransCanada Energy Ltd., Willis Energy Services Ltd. and Enron Capital and Trade Resources Canada Corp. Having reviewed Calgary's request, the Commission believes that there are several reasons why an extension to the regulatory timetable for filing of information requests and intervenor evidence, is required. The Commission shares the concerns of both intervenors and Commission staff regarding delays in B.c. Hydro's filing of responses to information requests, the quality of information in some responses which have been filed, and the need to review the 1996/97 FACOS study. The Commission has concluded that these concerns can be accommodated by adding a third round of information requests . ... /2
2 Therefore, the Commission has amended the regulatory timetable attached as Appendix A to Commission Order No. G-83-97 as shown in the Attachment to this letter. Moreover, the Commission notes that intervenors and Commission staff will require sufficient time to review and determine if there are information requests arising out of the 1996/97 FACOS study. For this reason, and because the study currently exists at least in draft form, the Commission directs B.C. Hydro to file the most recent version of the 1996/97 F ACOS study with the Commission and circulate copies to intervenors no later than Wednesday, October 1, 1997.
