In 1998 a number of natural gas agents, brokers and marketers (“ABMs”) requested that the Commission initiate development of an alternative service that could be used by residential, commercial and other core market customers in British Columbia, that may provide more flexibility in arranging new gas supply needs; and B. On November 5, 1998 the Commission, by Letter No. L-79-98, ordered BC Gas Utility Ltd. (“BC Gas”) to develop a pro-forma tariff that would set out proposed Terms and Conditions and rates for Agency, Billing and Collection and Transportation (“ABC-T”) service, and to file such tariffs by March 5, 1999; and C. On January 5, 1999, BC Gas applied to the Commission for approval of a deferral account to capture expenditures related to the development of, and activities associated with, the pro-forma tariff. BC Gas’ total estimated expenditures for the project are expected to be $227,700; and D. The Commission has reviewed the application and supporting information and finds that a deferral account should be approved. NOW THEREFORE the Commission orders as follows: 1. The Commission approves for BC Gas a deferral account to record expenditures of up to $227,700 that relate to the development of pro-forma tariffs for ABC-T service. 2. The Commission will review the prudency of the actual expenditures and the associated costs for developing pro-forma tariffs for ABC-T service and will dispose of the deferral account balance at a future date.
