Ostergaard, Chair ) L.R. Barr, Deputy Chair ) September 16, 1999 B.L. Clemenhagen, Commissioner ) CERTIFICATE OF PUBLIC CONVENIENCE AND NECESSITY WHEREAS: A. On June 9, 1999, pursuant to Section 45 of the Utilities Commission Act (“the Act”), West Kootenay Power Ltd. (“WKP”) applied to the Commission for a Certificate of Public Convenience and Necessity (“CPCN”) approving the purchase and installation of a Customer Information System (“CIS”); and B. The current WKP CIS was found to be inadequate to meet utility needs and the most viable option was to purchase a new CIS and billing system from SPL Worldgroup (“SPL”), which is expected to be operational by the end of May 2000; and C. The Commission has reviewed the projected costs, timing and justification of the SPL CIS Plus Information System and has determined that approval is necessary and in the public interest. NOW THEREFORE the Commission orders as follows: 1. Pursuant to Section 45 of the Act, a CPCN is granted to WKP for the purchase of the SPL CIS Plus Information System that is estimated to cost $2.3 million. 2. WKP is to provide the Commission with quarterly updates and a final project cost report in a format agreed to by Commission staff. The Commission will review the final report with respect to capital costs, overhead allocation and any cost over-runs in order to determine eligibility for rate base treatment.
