On October 13, 1998, West Kootenay Power Ltd. (“WKP”) applied to the Commission for a Certificate of Public Convenience and Necessity (“CPCN”) to replace defective insulators identified as Ohio Brass Insulator Replacement Project-Phase 3 (“the Insulator Replacement Project”) throughout its electric transmission system, pursuant to Section 45 of the Utilities Commission Act (“the Act”); and B. The Commission, by Order No. C-18-98, approved for WKP a CPCN regarding the 1998 costs associated with the Insulator Replacement Project; and C. On January 6, 1999, WKP applied to the Commission for a CPCN covering the 1999 costs associated with the Insulator Replacement Project; and D. The Commission has determined that the 1999 expenditures for the Insulator Replacement Project are in the interests of the public. NOW THEREFORE the Commission orders as follows: 1. The Commission approves the issuance of a CPCN for WKP regarding the 1999 costs associated with Phase 3 of the Ohio Brass Insulator Replacement Project, in the amount of $1,889,000. 2. WKP is to file a final report on the 1999 component of the Insulator Replacement Project approved by this Order within three months of its completion.
