Ostergaard, Chair ) L.R. Barr, Deputy Chair ) K.L. Hall, Commissioner ) January 28, 1999 F.C. Leighton, Commissioner ) O R D E R WHEREAS: A. On January 6, 1999, Centra Gas British Columbia Inc. (“Centra Gas”) applied to the Commission to decrease the Pioneer Class, Apartment Customer Rates (“ACR-1”) effective February 1, 1999, pursuant to the Special Direction and the terms of the Vancouver Island Natural Gas Pipeline Act; and B. As a result of lower competitive fuel oil prices in the service area, effective February 1, 1999, the heating oil-based natural gas rates to Centra Gas’ ACR-1 customers will decrease between 8.06 percent and 9.44 percent effective February 1, 1999; and C. By letters dated December 23, 1998 and January 11, 1999, Centra Gas described how oil price quotes for ACR-1 customers are obtained. Centra Gas proposed that if an oil price quote indicates that a change in ACR-1 rates is required, the rate changes become effective on the first day of the following month. If more than one oil price quote is received in a month, the most recent quote is to be used to set the ACR-1 rates; and D. The Commission has reviewed Centra Gas’ January 6, 1999 application and proposed rate change methodology and finds that a decrease in ACR-1 rates and the rate change methodology should be approved. NOW THEREFORE the Commission approves for Centra Gas a decrease in rates, between 8.06 percent and 9.44 percent, for ACR-1 customers, effective February 1, 1999. Centra Gas is to advise all affected customers of the decrease in rates by way of customer notice. The Commission approves for Centra Gas the proposed ACR-1 rate change methodology effective February 1, 1999.
