Ostergaard, Chair ) P.G. Bradley, Commissioner ) May 20, 1999 K.L. Hall, Commissioner ) O R D E R WHEREAS: A. On December 4, 1998, British Columbia Hydro and Power Authority (“B.C. Hydro”) applied to the Commission for approval of a new tariff, the Price Dispatched Curtailment (“PDC”) Pilot Program, identified as Rate Schedule 1849, for the period December 14, 1998 through February 28, 1999, pursuant to Sections 58 and 61 of the Utilities Commission Act (“the Act”); and B. The Commission, by Order No. G-107-98, approved the PDC Pilot Program for the period December 14, 1998 through February 28, 1999 and required B.C. Hydro to provide the Commission with a detailed evaluation report by March 31, 1999; and C. On March 31, 1999, B.C. Hydro filed its PDC Evaluation Report in accordance with Order No. G-107-98; and D. On April 20, 1999, the Commission by letter requested comments from interested parties regarding the PDC Pilot Program; and E. The Commission has reviewed the PDC Pilot Program, the Evaluation Report and comments from interested parties, and has determined that a process aimed at the development of a permanent PDC Program is required. . . ./2
2 NOW THEREFORE the Commission orders as follows: 1. A Workshop into B.C. Hydro’s PDC Program will commence at 9:00 a.m., Thursday, June 17, 1999 in the Commission’s Hearing Room, Sixth Floor, 900 Howe Street, Vancouver, B.C. 2. Persons wishing to participate as either a Registered Intervenor or Interested Party should register with the Commission by June 17, 1999. 3. B.C. Hydro is to send a copy of the Notice of Workshop, attached as Appendix A, to all its Rate Schedule 1821 and 1848 customers by June 4, 1999. 4. A Regulatory Timetable that sets out subsequent procedures associated with B.C. Hydro’s PDC Program will be the subject of a future Commission Order. Hydro”) applied to the Commission for approval of a new tariff, Rate Schedule 1849, identified as the Price Dispatched Curtailment (“PDC”) Pilot Program running from December 14, 1998 to February 28, 1999. The Commission approved the PDC Pilot Program and required an evaluation report following its conclusion. B.C. Hydro filed its report, following which the Commission received comments on both the report and the PDC Pilot Program from interested parties. The Commission has established a Workshop to consider development of a permanent PDC program. The PDC Pilot Program was designed to capture the opportunities that exist when market prices for electricity are high and B.C. Hydro has spare export transmission capacity. Specifically, Rate Schedule 1821 and Rate 1848 customers were offered the opportunity to shed load to sell into the market, with the financial benefits shared by B.C. Hydro and the industrial customers. REGULATORY PROCESS The process toward development of B.C. Hydro’s PDC Program will begin with a Workshop on June 17, 1999 in the Commission’s Hearing Room. The Workshop will be led by Commission staff with B.C. Hydro and participants taking an active role in the agenda and discussion items. Following the Workshop, the Commission expects to set out a timetable aimed at PDC program implementation in the fall of 1999, which would necessitate an application by B.C. Hydro in mid-July. Intervenors and Interested Parties should inform the Commission, in writing, by June 17, 1999 of their intention to become Intervenors or Interested Parties, and indicate the nature of their interest. . . ./2
