The Commission, in its April 23, 1998 Decision on British Columbia Hydro and Power Authoritys (“B.C. Hydro”) Wholesale Transmission Services (“WTS”) Application and the accompanying Order No. G-43-98, did not approve the Utilitys proposed discount policy, as put forward in its WTS Application; and B. In the same Decision, the Commission directed B.C. Hydro to establish a discount policy, or some other policy, that would encourage the efficient present and future use of the transmission system; and C. The Commission further directed that this policy should distinguish between the benefits to be gained from discounts and those to be gained from site credits; and D. B.C. Hydro was directed to file this new policy by October 31, 1998; and E. Commission Letter No. L-77-98 extended this deadline to April 30, 1999; and F. On May 4, 1999, B.C. Hydro wrote to the Commission requesting relief from the requirement to file a Long-Term Wholesale Discount Policy; and . . ./2
2 G. The Commission has considered B.C. Hydro's reasons for requesting this relief, as described in the Utilitys letter of May 4, 1999. NOW THEREFORE the Commission rescinds its direction to B.C. Hydro to file a long-term discount policy as per the Commissions Decision of April 23, 1999, Commission Order No. G-43-98, and Commission Letter No. L-77-98.
