Ostergaard, Chair ) L.R. Barr, Deputy Chair ) April 13, 2000 CERTIFICATE OF PUBLIC CONVENIENCE AND NECESSITY WHEREAS: A. On March 17, 2000, British Columbia Hydro and Power Authority (“B.C. Hydro”) applied to the Commission, pursuant to Sections 45 and 46 of the Utilities Commission Act (“the Act”), for a Certificate of Public Convenience and Necessity (“CPCN”) to: (i) replace the 230 kV underground cables (Circuits 2L39 and 2L40), between Newell Substation and Hill Avenue Terminal Station in Burnaby, B.C., (ii) remove the existing two Hill Avenue terminal stations and replace them with a single station, (iii) construct a new duct bank under Highway 1, and upgrade existing duct banks where needed, and (iv) upgrade the existing access road from Glencarin Drive to the Hill Avenue terminal site (“the Project”); and B. The Project is estimated to cost $29.8 million including inflation, corporate overhead and interest during construction and is required due to the physical deterioration of the existing oil-filled cables; and D. The Commission has reviewed the application and finds that the Project should be approved. .../2
2 NOW THEREFORE the Commission orders as follows: 1. Pursuant to Sections 45 and 46 of the Act, a CPCN is issued to B.C. Hydro to proceed with the Project. 2. B.C. Hydro is to continue with public consultations and file monthly updates with the Commission on the Project prior to construction. B.C. Hydro is to file detailed monthly reports once construction has commenced. A final report and cost summary for the Project is to be filed upon completion. 3. B.C. Hydro is to include information in the monthly updates and reports on the status of approvals required from other agencies having jurisdiction.
